Add incremental partial withdrawal conditions to website.

I believe that I have described my request throughly in this message title.

Artists are currently allowed to w/d ALL or NONE to their wallet on file with REMX.

Motion to add & enable incremental w/d options, like 10%, 25% 50%, 75%, 100% or “Enter a withdrawal amount” as options to REMX’s website.
